Equal opportunities in access to education for children in situation of detention

Points-Coeur took part in a side-event orga­nized by Defence for Children International (DCI) on 7th of June 2011, a meeting [1] on equal oppor­tu­ni­ties in access to edu­ca­tion for chil­dren in var­ious sit­u­a­tions of deten­tion.

The first speaker, Mr Kishore Singh defined the right to edu­ca­tion. Recognizing the dif­fi­cul­ties faced by States, he recalled that marginal­ized chil­dren, how­ever, must be given spe­cial atten­tion through leg­is­la­tion and action. Among the five other speakers one may men­tion: Ms. Claudia Mazzuccato of the Catholic University of Milan who intro­duced us to the “memory box”: a con­cept to study the psy­cho­log­ical impact of main­taining a rela­tion­ship between child and parent in prison. This study shows the pos­i­tive impact that these exchanges can have on the child, its devel­op­ment, on the parent but also on the offi­cers and the con­di­tions of deten­tion in gen­eral.

The rep­re­sen­ta­tive of IDAY (International Day of African child­hood) while depicting the sit­u­a­tion of extreme vul­ner­a­bility of chil­dren in prison in Africa said that:

edu­ca­tion in prison is really a right, not an oppor­tu­nity or a way to main­tain order, much less a way of making deten­tion accept­able.

The last speaker, Ms. Alessandra Aula of ICCB pre­sented the con­clu­sions drawn from the con­fer­ence orga­nized by her asso­ci­a­tion in Paris from 23rd to 25th of May 2011 on the right to edu­ca­tion of chil­dren estranged from their fam­i­lies and socially excluded.
